The Story
Goto is rice porridge—Filipino lugaw—the carinderia cousin of arroz caldo. Same gingery porridge logic, but this bowl is usually built with beef: tripe and often tendon folded through instead of chicken. Street stalls and 24-hour tapsihan counters sell it in thick bowls with a mountain of toasted garlic, because this is hangover food, rain food, and 3 a.m. food.
Filipino cooks clean the tripe patiently, simmer it until it turns silky instead of rubbery, then fold it into porridge that should look pale gold from ginger—not yellow like kasubha arroz caldo. You season at the table with patis, calamansi, and cracked pepper so every bowl can be as sharp as the eater wants.
A proper goto is thick enough that a spoon stands for a second, with bite-size strips of tripe and enough toasted garlic that you smell it before you taste it.

Rinse tripe well. Cover with water in a pot, boil 10 minutes, then drain and rinse. Repeat with tendon if it smells strongly of beef.

Return tripe and tendon to a clean pot with 6 cups of the beef broth and half the ginger. Simmer covered for 1 hour 30 minutes to 2 hours until both are tender. Scoop out the meats, slice tripe into bite-size strips, and keep the cooking liquid.

Rinse rice until the water runs less cloudy. Heat 2 tbsp oil in a heavy pot over medium heat. Saute minced garlic, onion, and remaining ginger for 2 minutes. Add rice and toast 1 minute.

Pour in the remaining 4 cups broth plus the reserved tripe liquid (about 4 cups). Bring to a boil, then simmer 35 to 40 minutes, stirring often, until the rice breaks down into a thick porridge.

Stir in sliced tripe and tendon. Season with fish sauce and black pepper. Simmer 5 more minutes.

In a small pan, heat the remaining 2 tbsp oil over medium-low heat. Fry sliced garlic until deep golden and crisp. Drain on paper towels.

Ladle goto into bowls. Top with toasted garlic and green onion. Serve immediately with calamansi and extra patis on the side.
